VANCOUVER – The city council of Vancouver has given the green light to a pilot program allowing the use of electric kick scooters within designated areas. This initiative aligns with a province-led program aimed at exploring alternative transportation options. In a recent news release, the council shared important details that potential e-scooter riders should be aware of before embarking on their journeys.
Here is a concise overview of the regulations:
- E-scooters can be used for personal transportation on minor streets within the city, specifically those without lane lines or directional dividing lines, as well as in protected bike lanes. • Riding on sidewalks, the seawall, and major streets is strictly prohibited under the city bylaw.
- Users must adhere to the same rules as cyclists.
- The minimum age for e-scooter riders on approved streets and bike lanes is 16 years old.
E-scooters must comply with the provincial guidelines, including a maximum speed limit of 24 km/h - Participants in the program are not required to possess a driver’s license or insurance.

The city clarified that the current program does not encompass rentals or scooter share programs; however, these may be considered in the future.
Vancouver is one of six municipalities in British Columbia participating in the province’s pilot program. The city, along with the district of North Vancouver, West Vancouver, Kelowna, and Vernon, is actively involved in this initiative.
If the pilot program proves successful, it will be in effect until April 2024.
